Oven Beef Stew

- 3/4 pound boneless beef chuck roast - cut into 1 inch cubes
- 1 tablespoon vegetable oil
- 1 (10.75 ounce) can condensed tomato soup, undiluted
- 1 1/4 cups water
- 3/4 cup chopped onion 1/4 teaspoon dried basil
- 2 medium potatoes, peeled and diced
- 2 medium carrots, cut into 1 inch pieces
