Beef N Black Eyed Pea Salad

- 8 cups torn romaine
- 1 (15.5 ounce) can black-eyed peas, rinsed and drained
- 1 large sweet red pepper, julienned
- 1/2 cup sliced ripe olives
- 1 (4 ounce) can chopped green chilies, drained
- 2 green onions, chopped
- 2 tablespoons minced fresh cilantro or parsley
- 3 tablespoons lime juice 2 tablespoons canola oil 2 teaspoons sugar
- 1 teaspoon salt
- 1 teaspoon grated lime peel 1/4 teaspoon pepper
